AWWA calls for strong federal investment in water infrastructure

The American Water Works Association joined 26 other organizations last month to call for sustained and reliable federal investment in water infrastructure.

In a letter sent to appropriations committees in the U.S. House and Senate, the coalition of organizations emphasized that water infrastructure underpins nearly every sector of the U.S. economy — from energy and manufacturing to public health and technology — and warned that growing demands make continued investment essential.

“Economic growth and competitiveness depend on ensuring sufficient supplies of water, fit for purpose for our companies and for the communities where we operate, protecting their quality of life. As water demands grow, reliable water service and smart, modern, resilient infrastructure are even more important,” says the letter, signed by organizations representing the water industry, state and local governments, manufacturers, and environmental groups.

The coalition outlined six key priorities for policymakers, including sustained funding for the Drinking Water and Clean Water State Revolving Funds (SRFs) and the Water Infrastructure Finance and Innovation Act (WIFIA); targeted investments to address the removal of PFAS and lead; and increased support for cybersecurity, resilience, and disaster preparedness. The letter also called for supporting water reuse efforts and expanding assistance for underserved communities.

AWWA’s signature on the letter reflects its ongoing advocacy on behalf of more than 50,000 member utilities and professionals nationwide, said Nate Norris, AWWA’s director of legislative affairs.

“Water utilities are on the front lines of economic growth, public health, and resilience,” Norris said. “AWWA is working every day to ensure federal policies and funding decisions reflect the real-world needs of our members and the communities they serve.”

The coalition letter builds on AWWA’s Keep Funds Flowing campaign, which focuses on protecting and strengthening federal water infrastructure programs like SRFs and WIFIA. Through meetings with lawmakers, coalition building, and advocacy, AWWA continues to push for sustained investments that allow utilities to plan, finance, and deliver critical projects.

That advocacy is informed in part by AWWA’s new report, Beyond the Replacement Era, which shows the growing demands — and costs — of sourcing, treating, and delivering safe drinking water. The message to policymakers is clear: Modern, resilient water systems are essential to economic competitiveness and quality of life, and they require sustained federal commitment.
