Legal Waters: Navigating the LCRI and PFAS Regulatory Environment
This panel will discuss the current state of regulatory, legal and statutory activity as it relates to the Lead and Copper Rule Improvements (LCRI), the new Safe Drinking Water Regulation of PFAS and EPA’s designation of several PFAS compounds as hazardous substances under CERCLA (Superfund Law). This panel will set the stage for the days further discussions of compliance, technical, communications, legal, and financial issues relating to these challenges.

This panel will discuss best practices for successful delivery of Lead Service Line Replacement Programs, including options to bring resources needed to meet the accelerated regulatory schedules and coordinate planning, secure funding, design, permitting, bidding, contracting, outreach/communication and data tracking. This panel will provide suggestions on optimizing the time of current and new resources depending on program framework – from an in house approach to a “turn key” approach.

Social/Community/Environmental Considerations Affecting Water Quality Compliance and Project Implementation

The panel will explore water quality compliance, focusing on diversity and the Justice 40 Initiative, adaptive climate resiliency, and green/complete corridor best practices. It will also cover integrated infrastructure planning’s role in city reconstruction, including lead line replacement, stormwater systems, transit amenities, bike lanes, and ADA-compliant upgrades. 

In this session, experts will discuss water quality and DE&I inclusion tools and models in project evaluation, adaptive strategies for climate resilience, and green infrastructure best practices. They’ll also examine integrated infrastructure planning’s impact on urban renewal, addressing various needs like lead pipe replacement, stormwater management, transit infrastructure, bike lanes, and ADA-compliant facilities in streamlined construction events.

Permitting & Compliance to Remedy PFAS

Membrane, IX, and GAC have been proven to remove PFAS from drinking water, but what are the best practices, capital vs. O&M costs, and regulatory acceptance for disposal and/or destruction of the concentrated PFAS streams or media replacement? The panelists will discuss case studies of projects that have already received NPDES permits and their strategies to obtain them; R&D updates for other treatment/destruction technologies; and any regulatory obstacles.
