Capacity, Management, Operation, and Maintenance (CMOM)

The capacity, management, operation and maintenance (CMOM) language under the Sanitary Sewer Overflow (SSO) rule was developed to provide guidance for utilities on how to manage and operate their systems to reduce overflows.  Though SSO rules haven't been officially adopted nationally, many states and regions are being proactive in requiring CMOM compliance, realizing such guidance will result in improved operation and productivity and protection of public health.

This manual is applicable to both distribution system and collections system operator and engineers having to perform a condition assessment.

Inflow & Infiltration / Leak Detection

Infiltration is groundwater that infiltrates a sewer system through defective pipes, pipe joints, connections, or manholes.  Infiltration does not include, and is distinguished from inflow.  Infiltration is generally measured during seasonally high ground water conditions during a dry period.

Inflow is water other than sanitary flow that enters a sewer system from sources which include, but are not limited to, roof leaders, cellar drains, yard drains, drains from wet areas, cross connections between storm sewers and sanitary sewers, catch basins, cooling towers, stormwater, surface water runoff (including leaking manhole covers), street wash-water, or drainage.  inflow does not include, and is distinguished from infiltration.  Inflow is generally measured during wet weather.
