In partnership with volunteers, Steve leads in the development of activities to initiate, evaluate, respond and comment on regulatory, security and related matters within the framework of association policy.

Implements AWWA's legislative agenda by monitoring legislation; organizing congressional education; coordinating annual AWWA Water Matters! Fly-In and related member communications with Congress; and supporting legislative focus of the Water Utility Council.

Adam Carpenter

Analyzes a wide range of regulatory issues related to drinking water, with a particular emphasis on hydraulic fracturing and related oil and natural gas development issues, climate change and consumer confidence reports.
