ANSI Board of Standards Review Decision on Appeals of AWWA C906

On February 5, 2015, the ANSI Board of Standards Review (BSR) heard and considered seven appeals of the ANSI BSR approval of the proposed revision of AWWA C906, Standard for Polyethylene (PE) Pressure Pipe and Fittings, 4 In. Through 65 In. (100 mm Through 1,600 mm), for Waterworks.

 

The decision of the ANSI BSR was to deny the seven appeals and uphold their prior approval of the standard.  The decision with the conclusion is excerpted below:

 

“In sum, the BSR finds that the Appellants fail to demonstrate that AWWA’s standards development process with respect to C906-2014 is out of compliance with ANSI’s procedural requirements. The record reflects considerable efforts on AWWA’s part to respond seriously and substantively to the comments and appeals filed and to take all corrective actions during the course of the standards development process as were deemed necessary and appropriate by the ANSI BSR.

 

Accordingly, in light of the written evidence and oral testimony presented by all parties and based on the specific assessments set forth earlier in this decision of select issues, the ANSI BSR denies the appeals and finds that its prior decision to approve C906-2014 as an ANS was appropriate. As a result, AWWA C906-2014 remains an approved American National Standard.”
