Tom Gould has over 35 years of experience in establishing cost-based rates for water, wastewater, stormwater, electric, and solid waste utilities. He has worked with utilities across the US and Canada on a variety of  financial planning, cost allocation, and rate design issues. He is a member of the AWWA Rates and Charges Committee and a contributing author to the AWWA M1 manual, Principles of Water Rates, Fees and Charges. For the past 25 years, he has also been a co-instructor for the AWWA Financial Management Seminar, which teaches the theory and methodologies used to establish cost-based water rates.


Todd CristianoTodd Cristiano is the Manager of Rates Administration at Denver Water. Prior experience includes ten years as a financial consultant for municipal water, wastewater, reclaimed water, electric and sanitation utilities across the United States. His work includes financial planning, cost-of-service analysis, rate design and development of impact fees for both utility and general government. Todd has a BS in Chemical Engineering from the University of Tulsa and an MBA from the University of Colorado.
