Water For People Awards
Award Title: ABEL WOLMAN AWARD OF EXCELLENCE Purpose of the Award: An award of excellence to recognize those whose careers in the water works industry exemplify vision, creativity, and excellent professional performance characteristic of Abel Wolman's long and productive career. The Award: A crystal water drop on an appropriate pedestal to reflect the idea of vision, creativity, and excellence. Frequency of the Award: One award annually or as deserved. Eligibility for the Award: To qualify for the award the nominee must be an individual member or a duly appointed representative of an organization member of the American Water Works Association. To be eligible for consideration the nominee must have established himself/herself in the water works profession through career performance spanning a minimum of 20 years. The nominee's work must exemplify vision, creativity, and excellence and must have had recognizable impact on the professionalism of the industry. Entry Requirements: AWWA entry form including a color photograph portrait style, a career review, and examples of specific accomplishments. A nomination must be made by a section or the award committee, and it must include letters of endorsement from the following:
Nomination Procedure: The entry form and required support material must be sent to the AWWA Executive Director who will transmit it to the award committee for consideration in early October. Nominees may remain under consideration for up to five years. Sections will be notified if their nominee has not been selected within that time. If the candidate is not renominated, his/her name will be dropped from the list. A candidate may be renominated. Nomination Deadline: October 1. Award Committee Membership: The committee shall consist of a chair and four members. The second Past-President of the Association shall serve as chair, and the members shall be the President, Immediate Past-President, and the two most recent available recipients of the award. An Association staff member shall serve as secretary to the committee. Method of Selecting Award Recipient: The award committee shall use its best judgment in selecting a candidate using materials and information submitted with the entry form. If necessary, the committee may solicit additional information, however, such information must be in tangible form. The committee shall report its nominee to the Board of Directors for approval at its winter meeting. Presentation of the Award: The award will be presented at the American Water Works Association Annual Conference and Exposition. Click here to download an entry form / Table of Contents Award Title: ACADEMIC ACHIEVEMENT AWARD Purpose of the Award: To encourage academic excellence and to give recognition to those graduate students who have made outstanding contributions to the field of public water supply through their work at a university. The Award:
Recognition will be given to the major advisor of each of the recipients of the award. Frequency of the Award: Annually, as deserved. Eligibility of the Award: Any university graduate student working toward a Masters or Doctorate degree who has written a Masters thesis or a Doctoral dissertation of significant value to the water supply industry. The manuscript must reflect the work of a single author and be submitted during the competition year in which it was submitted for the degree. Entry Requirements: The entry form should be completed and postmarked not later than October 1. Manuscripts submitted to the Academic Achievement Award Committee must not be bound. The name of the author, name of the school and department, name of the major professor, the degree sought, a one-page abstract of the manuscript, and a letter of endorsement from the major professor or department chair must be included. Nomination Procedure: Nominations are by submission of the entry form and a letter from advisor. Nomination or Submission Deadline: October 1. Award Committee Membership: The committee shall consist of a chair and nine other members--three from utilities, three from regulatory agencies and/or consultants, and three from academe. The chair of the University Student Activities Committee serves as chair, and committee members are appointed by the chair of the Administrative & Policy Council, subject to Executive Committee approval. The chair serves one three-year term and members may serve two three-year terms. The chair votes only in case of a tie. An Association staff member shall serve as secretary to the committee. Method of Selecting Award Recipient: The members of the award committee will read, review, and evaluate theses and dissertations submitted for the annual Academic Achievement Award competition and will select award-winning manuscripts in accordance with the criteria established for the program. Each entry will be evaluated on the basis of originality, practical application, value to the water supply field, potential value as a reference, and overall clarity of the presentation. Presentation of the Award: Winners will be announced on or before March 31. Awards will be presented at the American Water Works Association Annual Conference and Exposition. BLACK RESEARCH AWARD Purpose of the Award: This award was established in 1967 in honor of Dr. A. P. Black to recognize outstanding research contributions to water science and water supply rendered over an appreciable period of time. The Award: An A.P. Black Research Award Plaque. Frequency of the Award: As deserved, but not more than once each year. Eligibility for the Award: Individual members of AWWA, excluding current members of the Water Science & Research Division Board of Trustees, are eligible. Organizations are not eligible, nor are previous recipients of the award. Entry Requirements: Each nomination should include the following:
Nomination Procedure: Nominations for the award will be solicitied by submitting a notice to MainStream and mailing a notice to sections, divisions, councils, and other individuals or groups within AWWA. Nominations may be submitted by AWWA members, sections, committees, divisions, or councils. Nominations will be considered valid for a period of three years. Self nominations will not be accepted. Nominating or Submission Deadline: Nominations must be received by October 1 to be assured of receiving full consideration. Method of Selecting Award Recipient: The selection committee shall review the nominations at its fall meeting and shall select, from among those candidates who are qualified, the individual judged to be most deserving of the award. The committee shall then submit the name of the individual to the Board of Directors for approval at its winter meeting. Presentation of the Award: The award will be presented during the American Water Works Association Annual Conference and Exposition. Award Title: ARCHIE E. BECHER, JR. AWARD Purpose of the Award: To honor the memory of Archie E. Becher, Jr. by recognizing outstanding accomplishments by a staff member of AWWA or Water For People. The Award: The recipient will receive a glass award on wooden base. A permanent plaque with the names of all recipients will be displayed at AWWA headquarters. Frequency of the Award: As deserved, but not more than one annually. Eligibility for the Award: To qualify for the award the nominee must have shown continuous dedication above and beyond normal duties to AWWA or Water For People by demonstrating loyalty, reliability, responsibility, and excellent service to the membership of the Association. In addition, the successful candidate must be viewed as a team player and a good communicator. The Executive and Deputy Executive Directors of AWWA and the Executive Director of Water For People are ineligible for the award. Nomination Procedure: An entry form may be submitted to the Executive Director of AWWA by any staff Department Director and by the Executive Director of Water For People. Nominations may also be made by the Executive Director and Deputy Executive Directors of AWWA. Entry Requirements: Submission to the awards committee of completed entry forms and letters of commendation by the Executive Directors of AWWA and/or Water For People. Click here to download an entry form / Table of Contents Award Title: AMERICAN/CANADIAN/MEXICAN WATER LANDMARKS AWARD Purpose of the Award: To recognize and preserve an American, Canadian, or Mexican Water Landmark at least 50 years old that has had a direct and significant relationship with water supply, treatment, distribution, or technological development. The Award: A sturdy bronze plaque to be appropriately mounted on the water landmark, and a certificate of designation. The certificate and plaque title shall be specific to the country of recognition. Frequency: As deserved. Eligibility for Award:
Entry Requirements: Submit entry on "Entry Form - AMERICAN/CANADIAN/MEXICAN WATER LANDMARK AWARD," along with other required materials, to the secretary of the AWWA section in which the landmark is located. (See paragraph 7 below.) Provide written background about the proposed water landmark, plus photos, drawings, or plans that illustrate its worthiness. Generally, think what it might take to persuade you of its appropriateness. Nomination Procedure: A proposed water landmark must be considered and approved by the AWWA section in which it is located. The entry form and supporting material shall be submitted to the section secretary in the number of copies he or she specifies, for forwarding to the section committee charged with determining whether or not the proposed landmark meets the eligibility requirements. The chair of the review committee shall report its decision to the section secretary. The section secretary shall advise the person submitting the entry of the decision. If the entry has been approved the section secretary shall so certify to and instruct the submitter to send nine copies of the entry form, section certification, photo(s) of the proposed water landmark, and each item of supporting material to: Secretary, Water Landmarks Committee, AWWA, 6666 W. Method of Selecting Award Recipient: The secretary, AWWA Water Landmarks Committee, shall check the entry material for conformance with requirements and, if satisfactory, shall forward the material to members of the AWWA Water Landmarks Committee together with a ballot form. A simple majority of the committee must approve a nomination. Committee members shall respond with their vote and will be asked to return original photographs to the secretary. After committee approval, the nomination shall be forwarded to the AWWA Board of Directors for its information. A negative vote will be reviewed by the staff secretary and, if necessary, will be circulated, along with stated reasons, to members of the AWWA Water Landmarks Committee for final resolution. Click here to download an entry form / Table of Contents Purpose of Award: An award of achievement to those outside the water profession who have demonstrated outstanding service in support of the principles of AWWA in providing better water for people. The Award: An AWWA Award of Merit crystal iceberg on which will be mounted a medal signifying the award. Frequency of the Award: One may be awarded annually, but at the discretion of the AWWA Award of Merit Committee, more than one may be awarded. Eligibility for the Award: Any individual, group, or organization that has made a notable and outstanding contribution to the water profession. The nominee cannot be employed in the water profession. Entry Requirements: Submit full name and address and a summary of the nominee's contribution to the water profession on the entry form provided. Nomination Procedure: A nomination for the award may be submitted by a section or the Executive Committee, to the Executive Director who will transmit it to the AWWA Award of Merit Committee for consideration. The Executive Director will publish the criteria for this award in MainStream or other publications as appropriate. A letter will also be mailed to the section secretaries requesting names of nominees for the award. Nominees may remain under consideration for up to five years. Section will be notified if their nominee has not been selected within that time. If the candidate is not renominated, his/her name will be dropped from the list. A candidate may be renominated. Click here to download an entry form / Table of Contents Award Title: COURAGEOUS SERVICE AWARD Purpose of the Award: This award shall constitute official recognition of an act of courage on the part of an individual or group in the water utility profession. The Award: The award will be in the form of a plaque. Frequency: As deserved. Eligibility for the Award: To be eligible for this award, the individual(s) must be employed by a water utility and, within the past 12 months, as the result of extraordinary and/or catastrophic events, employee(s) have demonstrated acts of dedication to their profession, so as to ensure and maintain the provision of water and wastewater services to the community(ies) they serve, in circumstances where they have placed the needs of said community above their own safety and well being. Entry Requirements: Recommendation by an AWWA section board. Nomination Procedure: Recommendation of the section submitted to AWWA Headquarters on a completed entry form supplied by AWWA. Nomination or Submission Deadline: None. Award Committee Membership: The AWWA Heroism and Courageous Service Committee shall consist of a chair and five other members appointed by the chair of the Administrative & Policy Council, subject to Executive Committee approval. Presentation of the Award: The section shall be notified of the committee's decision on all applications. If the award has been approved, AWWA shall make the plaque available for presentation by the AWWA official representative at the next annual meeting of the section. Award Title: DISTINGUISHED PUBLIC SERVICE AWARD Purpose of the Award: The award for Distinguished Public Service, established in 1951 in honor of Harry E. Jordan who served as Secretary of the Association from 1936 to 1959, is presented in recognition of distinguished public service outside the line of duty by an AWWA member. The Award: A Distinguished Public Service Award Plaque. Frequency of the Award: As deserved. Eligibility for Award: All members of AWWA who have made outstanding contributions in public service, in addition to achieving recognition as professionals in the industry. Public service is considered to be exceptional, long-term voluntary service in a leadership capacity in or with community-based activities such as church, fraternal, youth, or service-oriented organizations and/or exceptional volunteer service to federal, state, provincial, municipal, or other governmental entities. Entry Requirements: Submit full name and address and complete biographical information on each nominee on the entry form provided by AWWA. Nomination Procedure: A nomination for the award may be submitted by any AWWA member or section to the Executive Director who will transmit it to the Distinguished Public Service Award Committee for consideration. The Award: A crystal pyramid that reflects the colors of the rainbow symbolizing the splendor of a diverse universe. Frequency of the Award: One award annually or as deserved. Eligibility for the Award: The American Water Works Association recognizes the role of "diversity" as being essential to the growth, structure, and continued success of any organization. Diversity should be an inherent trait of any organization and is manifested by the mosaic of people in the organization who bring a variety of backgrounds, styles, perspectives, values, and beliefs as assets to a group or organization in which they interact. The recipient of this award will have demonstrated, through their activities, the establishment of an environment that recognizes, encourages, and effectively utilizes each individual's talents and will have shown major contributions to the cause of diversity. Minority recruitment and hiring is but one element in the establishment of a diverse work force and should not be weighed too heavily when selecting a diversity award recipient. The diversity award is not given to an individual or organization on the basis of who they are, but because of their achievements and accomplishments. Examples of achievements or accomplishments that exemplify the traits of an appropriate award recipient might include, but are not limited to, the establishment and fostering of diversity programs. Some examples of diversity programs include mentoring, support networks, internship programs, coop programs, work-study, and diversity training. Commitment to diversity can be demonstrated by some form of management accountability/tracking as a means of enumerating the impact on the part of the individual or organization to increase and maintain diversity. Nomination Deadline: October 1 Award Committee Membership: The committee shall consist of the AWWA President, the chair of the Diversity & Member Involvement Committee, and one non-Board member of the Diversity & Member Involvement Committee appointed by the chair. Method of Selecting Award Recipient: The Diversity Award Committee selects a candidate for the award and submits its nominee to the Board of Directors for approval at its winter meeting. Click here to download an entry form / Table of Contents Award Title: DIVISION BEST PAPER AWARD Purpose of the Award: To recognize annually the author(s) of outstanding papers from each AWWA division published in JOURNAL AWWA from January through December of the previous year. The Award: A Division Best Paper Plaque. Frequency of the Award: Annually. Eligibility for the Award: All peer-reviewed papers published in Journal AWWA, with at least one author who is an AWWA member, are eligible. Entry Requirements: All papers eligible for the award are automatically considered. Nomination Procedures: Because all papers meeting the eligibility requirements are considered for the award, there are no nomination procedures. Division Award Committee Membership: The division chair shall appoint three members, subject to concurrence by the division Board of Trustees, to serve as the division award committee. The division chair is authorized to appoint a replacement for any committee member who has a conflict of interest. Method of Selecting Best Paper: The staff shall categorize all eligible papers and assign them to the responsible division awards committees. Each division awards committee shall rate papers assigned to it by using the attached Rating Form. Each member shall rate each paper using the four categories and the five-point scale shown on the form. The completed forms are submitted to the division award committee chair for tabulation. The titles of the papers are ranked and submitted by the division award committee chair to the division staff secretary before January 15. The top rated paper from each division is forwarded to the Executive Manager by February 1 for circulation to the Publications Award Committee for selection of the Publications Award. Submission Deadline: First place papers for each division are submitted by the awards committee to the division secretary by January 15. Papers are then forwarded to the Executive Manager by February 1. The Division Best Paper awards will be presented for each division's top-rated paper at the American Water Works Association Annual Conference and Exposition. The Award: The AWWA Exemplary Source Water Protection Program plaque. Frequency of the Section Level Award: Yearly, three awards per section. Sections are encouraged to distribute the awards among small, medium, and large systems. Frequency of the AWWA Level Award: Yearly, three awards. An attempt should be made to distribute the awards among small, medium, and large systems, and organizations. Eligibility for Section Level Award: The awardee must meet all of the following criteria:

Nomination and Submission Deadline for Section Level Award: Each section will establish its own internal deadlines for the nomination and submission of the necessary materials for entry. Nomination and Submission Deadline for AWWA Level Award: The deadline for receipt of all entry materials is October 1 of the given year. Section Award Committee Membership: The section may establish an awards committee based on its own internal governing documents and structure. Sections are encouraged to seek the participation of other groups on the awards committee, specifically, those mentioned under Nomination Procedures with the exception of nominated water systems personnel, who may not serve on the committee. AWWA Award Committee Membership: The award committee will be comprised of members of the Source Water Protection Committee and the Groundwater Committee, and will make nominations to be approved by the Board at the winter meeting. Method of Selection of the Award Recipient for the Section Level Award: Selection will be based on the eligibility criteria for the award. In the event that more than three water systems meet the entry requirements and the eligibility criteria, selections will be made on the basis of the 1) effectiveness of the program, 2) innovativeness of the program approach, and 3) difficulties overcome by the system in satisfying the eligibility criteria. Consideration may be given to the resources available to the systems for the development and implementation of a source water protection program when judging the programs of water systems of different sizes. Method of Selection of the Award Recipient for the AWWA Level Award: Selection will be based on the eligibility criteria for the award. In the event that more than three water systems meet the entry requirements and the eligibility criteria, selections will be made on the basis of the 1) effectiveness of the program, 2) innovativeness of the program approach, and 3) difficulties overcome by the organization in satisfying the eligibility criteria. Consideration may be given to the resources available to the organization for the development and implementation of a source water protection program when judging the programs of organizations of difference sizes. Presentation of the Section Level Award: The award will be presented at the section's annual conference. Presentation of the AWWA Level Award: The award will be presented at the AWWA Annual Conference. Click here to download an entry form / Table of Contents Award Title: GEORGE WARREN FULLER AWARD Purpose of this Award: George Warren Fuller Awards are presented annually by the American Water Works Association to the sections' respective selected members for their distinguished service to the water supply field in commemoration of the sound engineering skill . . . the brilliant diplomatic talent . . . and the constructive leadership which characterized the life of George Warren Fuller. The Award: A George Warren Fuller Award Plaque and pin. Frequency of the Award: Annually, if deserved. Eligibility for the Award: To qualify for the award the person must be an Individual Member or a duly appointed representative of an organization member of the American Water Works Association. In the case of a posthumous award, the recipient must have been an AWWA member at the time of his/her death. Each section may make annual Fuller Award presentations equal to its number of Directors on the Association Board of Directors. Entry Requirements: Submission of a completed AWWA entry form by any section member to the section Fuller Award Committee. Nomination Procedure: Any section member may nominate an individual by submitting the completed entry form to the section Fuller Award Committee. A "citation" or statement of the basis upon which the recommendation is made must be included. Citations should in general contain 40 words or less and be appropriate for introduction of the awardee at the section award ceremony and the Fuller Society Breakfast held during the AWWA annual conference. Editorial adjustments in citations may be made as deemed necessary. Nomination and Submission Deadline: Nominations shall be submitted to the section Fuller Award Committee as established by each section. The section Fuller Award Committee Chair shall report the awardee to the Executive Director of AWWA by March 10 including the awardee's full name and address and the citation to accompany the award. This information should also be included as part of the official section meeting report by the section secretary. Fuller Award Committee Membership: The Fuller Award Committee shall consist of five members of the section and shall be appointed and announced at least six months prior to the section's annual meeting. All members of the Fuller Award Committee, if possible, shall be former recipients of the Fuller Award or the Water Utility Man of the Year Award. If this is not possible, committee members may be chosen from AWWA members who are leaders of the water works industry within the section. The Fuller Award Committee of each section shall be set up on a rotating basis with one new member being appointed each year by the section chair to serve a five-year term and with the senior member designated chair of the committee. The section secretary should send the name of the Fuller Award Committee Chair to the Executive Director each year. Under this system, each member will become chair in the fifth and final year of his/her service on the committee and will retire from the committee when his/her report for that year is given to the section. New sections will establish the rotation system by appointing their first committee members for staggered terms of from one to five years and designating the member appointed for one year as the chair. In such instances the earliest recipient of the Fuller Award or the Water Utility Man of the Year Award should be appointed to the committee for a five-year term. Each member appointed to a section Fuller Award Committee shall be furnished with a copy of these criteria, the attached copy of the statement on the life and works of George Warren Fuller to guide him/her in the exercise of his duties on the committee, and the entry form. Method of Selecting the Award Recipient: The recipients of the George Warren Fuller Awards are selected by the individual sections of the Association from among their own members in accordance with these criteria. Such selection is presumed to recognize publicly the contribution toward the advancement of water works practice. Each year, the Fuller Award Committee of each section upon reviewing the eligible candidates, shall determine if any member(s) of the section has provided outstanding leadership or has made a significant contribution toward the advancement of the water works practice within the Association and/or the section such that he/she should receive the award. Following selection of an awardee, the committee shall report its selection to the Executive Director who will inform the official representative regarding the award presentation. After the award has been presented the committee will forward its report, including the official citation, to the section secretary. It is emphasized that the qualifications for the award specify that the services of the candidate must have been over and above those expected of officers and committee members in fulfilling the obligations or duties assigned to them. It is emphasized that the performance of a nominee must be exceptional and extraordinary. Each section may award the same number of Fuller Awards as the number of its section Directors on the Association Board of Directors. Presentation of the Award: The announcement of the award shall be made a part of the annual meeting of the section granting it and shall be made by the Association's official representative at the section meeting or by the presiding official of the section. The reading of the committee report should be accompanied by the reading of the citation and as much of the prepared statement concerning the life and works of George Warren Fuller as fits the occasion. The presentation of an award plaque will be made at the Fuller Award Society Breakfast held during the American Water Works Association Annual Conference and Exposition. If, in special cases, the awardee is unable to attend the annual conference, the presentation of the award plaque may be made at the section meeting. Each awardee automatically becomes a member of the George Warren Fuller Award Society of the American Water Works Association. No initiation fees or annual dues are required for membership in this society. Click here to download an entry form / Table of Contents GEORGE WARREN FULLER "Little can be said about George Warren Fuller without recalling a thousand and one connections which he has had with sanitary engineering practice in this country and abroad. Amazingly active mentally, he always catalyzed those individuals who were fortunate enough to work with him. An enthusiasm, tempered by seasoned judgment and reinforced by a remarkable technical knowledge, accounting for the fact that his name is identified with almost every important sanitary advance in this country in the last four decades . . . Many, however, are born at the right time who are either ill equipped or are lacking in sufficient vision to make the most of that good fortune. In Mr. Fuller's case, heredity and environmental influence, coupled with remarkable energy, all contributed to the development of a practitioner of outstanding stature. He will be remembered long in the future, as much for his distinctive personal characteristics as for his long list of contributions to sanitary science and practice." So wrote Abel Wolman editorially in Municipal Sanitation after Fuller's death on June 15, 1934. George Warren Fuller was born in Franklin, Massachusetts, December 21, 1868, on the farm which was part of the land acquired by the family during the Revolutionary period. Three or four Fullers came to Massachusetts from England before the middle of the Seventeenth Century. The one with whom we are concerned was Ensign Thomas Fuller, who, in 1642, by vote of the people of Dedham, was "admitted"--a prerequisite to citizenship at that time--to the purchase of Martin Phillips' lot. He seems to have been a capable and versatile man. He was surveyor for several years after 1660 and selectman for fourteen years; he repeatedly represented the community at the general court, was cotrustee of money bequeathed for the establishment of a Latin school and laid out the road to Cambridge as well as many minor ones. He kept the town's ammunition, for which he was paid ten shillings a year, but had considerable trouble in collecting the fee, and at one time remitted part of it in order to obtain settlement. In the succeeding line, down through Grandfather Asa Fuller, who was a Minute Man, there continues to be activity of a civic nature--service as selectmen, court representatives, and the like. George Warren Fuller was at the head of his class when he attended the Dedham schools. His scholarship was, of course, a source of great satisfaction to his mother. At sixteen he passed the examination for entrance at MIT but, his father having died a few weeks before, it was thought best for him to have a fourth year in high school, after which he was graduated at the head of his class and with the highest marks given up to that time. At MIT he met and came under the influence of such people as William T. Sedgwich, Ellen H. Richards, and Hiram F. Mills, all enthusiastically interested in the new science of public health. Their influence was felt throughout his life. Following his graduation, he spent a year at the University of Berlin and in the office of Piefke, engineer of the Berlin water works. On his return to Massachusetts, he was employed by the state board of health for some five years, during the latter part of the period being in charge of the Lawrence Experiment Station where he extended the experimental work and studies started by another famous chemist and engineer, Allen Hazen. The Lawrence Experiment Station was then recognized as leading in research on the purification of water supplies and treatment of sewage in this country. Fuller's brilliant achievements in this field attracted such attention to his ability that he was selected in 1895 to take charge of the experiments at Louisville, Kentucky, in the use of rapid filtration. Immediately after he had accomplished this work, he was offered a similar engagement in Cincinnati, Ohio. These experiments served to remove the questions which had been raised about the adequacy of rapid filtration compared with slow sand filtration for these municipalities, and, at the same time, established the value of mechanical filtration where conditions were such as to warrant its use. During his 34 years of practice as a consulting engineer--following the opening of his New York office and, later, the opening of branch offices in Kansas City, Missouri; Toledo, Ohio; and Philadelphia, Pennsylvania--Fuller advised more than 150 cities, commissions, and corporations on their water supply and sewerage problems, the outstanding engagements including, among others, Washington, D.C.; New Orleans, Louisiana; St. Louis, Missouri; Indianapolis, Indiana; Kansas City, Missouri; Memphis, Tennessee; Wilmington, Delaware; New Haven, Connecticut; Lexington, Kentucky; Minneapolis and St. Paul, Minnesota; Montreal, Quebec; the Shanghai, China, Water Company; the International Joint Commission (Canada and United States boundary waters); the New Jersey Water Policy Commission; the North Jersey District Water Supply Commission; the Hackensack Valley Sewerage Commission; and the Metropolitan Sewerage Commission of Rhode Island. For many of these engagements, his service included full control over all engineering work involved in the preparation of plans and contracts, as well as the actual construction. Notwithstanding a busy life in active practice, Fuller gave freely of his time and energy to the advancement of his chosen profession through participation in the activities of technical societies, through contributions to the engineering press, and through educational activities. His record in this respect is outstanding. He was a member of the American Water Works Association (President); the American Public Health Association (President); the Engineering Foundation (Chair); the American Society of Civil Engineers (Vice-President); the American Institute of Consulting Engineers; the American Society of Mechanical Engineers; the Institution of Civil Engineers of Great Britain; the American Chemical Society; the American Society of Bacteriologists; the Engineering Institute of Canada; the Vereines Duetscher Ingenieure; the Association Generale des Hygienistes et Techniciens Municipaux of France; and the Franklin Institute. Perhaps the most significant of Fuller's characteristics was his belief in organization and his devotion to standardization. In 1920, at the Montreal Convention of the AWWA, Fuller negotiated the organization of a committee to codify and standardize water works practice. The Association before that time had developed a few specifications documents, but its relation to the preparation of those documents was that of cooperative participation rather than leadership. The group under his leadership and chairmanship was first called the Standardization Council, later the Committee on Water Works Practice. He continued to be a dominant influence in the AWWA during the time its constitution and bylaws were being substantially revised. At the New York Convention of the AWWA early in June 1934 (only a week before his death), Fuller was in constant attendance, participating in the sessions and continuing even then his stimulation of the activities of the Association and its elected leaders. With the AWWA, APHA, ASCE and FSWA alone, more than 45,000 professional and technical men in North America are indebted to Fuller for the guidance of their organizational readjustments in the 1920-30 period, which made possible the standing that these associations have today. George Warren Fuller was first of all a capable engineer, equipped with a mind that never closed a channel to new ideas. He was an inventive technician--first in the laboratory field, later in engineering and design. He was a skilled negotiator, a public relations counsel who never called himself one, but who by such skill persuaded reluctant city officials that they were very wise and right to authorize sanitary improvements. He was a loyal citizen who found himself able and willing to render service to his country during World War I. He was uncannily able to give ear to the ideas and aspirations of younger men in the field and to inspire in them some measure of the spirit of leadership that he possessed. He believed in the organization and assembly of technical and professional men and devoted himself fully to the advancement of their associations and societies to the end that they serve better through planned action and cooperation. Fitting indeed were the words of M. N. Baker, in his editorial tribute in the Engineering News Record; History will be better able than we are to appraise the contributions of George W. Fuller to the art of water purification, but history will not be so well able to appraise Mr. Fuller's personal qualities of understanding, kindliness, sound judgment and tact as are we who have been fortunate enough to have frequent contact with him in our daily work . . . Here also should be recorded an acknowledgment of the debt the profession owes to Mr. Fuller, especially his chosen branch of the profession, for his liberal contributions of time and energy to its professional societies. It can be said without fear of contradiction that it was chiefly through his efforts that the American Water Works Association has been raised from the level of a social group to its present high standing as a technical organization. Mr. Fuller's passing also serves to re-emphasize the youthfulness of sanitary engineering and the fundamental nature of the contributions made by a generation of notable men, now largely departed--work that centered around the Lawrence experiments and laid the foundation for present design methods and practices of water filtration . . . Fuller's achievements and those of others of his generation are a legacy to be utilized by the present generation to carry the art forward to greater perfection. Eligibility for the Award: Any current member or member utility who submits an acceptable entry to Opflow. Entry Requirements: An entry should be a novel and relatively simple mechanical device or procedure designed to provide a more efficient, safer, and/or simplified means of performing routine tasks or functions in the maintenance, operation, or construction of a water utility system. Commercially available products are not eligible as gadgets, but a unique use of a commercial product may be entered as a gimmick. See contest rules) Nomination Procedure: Entries are mailed directly to the editor of Opflow, typically consisting of a photo or drawing and a written description. Each entry will be screened by AWWA staff engineers and, if not found dangerous or otherwise unacceptable, will be approved for entry into the annual competition and for possible publication. Entrants will be notified by mail concerning the status of their entry. Entries approved by the staff engineers may or may not be published in Opflow, but in any case will be judged. Purpose of the Award: This award shall constitute official recognition of an act of heroism on the part of an employee(s) in the water utility profession wherein the rescuer, in the process of aiding some other person or persons, must have placed himself/herself at great personal risk. The Award: The award will be in the form of a medal embedded in a lucite block. Eligibility for the Award: To be eligible for this award the rescuer must, within the past 12 months, have performed a significant rescue act either on or off the job toward saving another person or persons from loss of life or extreme injury, and in the process, must have placed himself/herself at great personal risk. The award may be presented to an employee of any water utility, whether or not that utility holds membership in AWWA. Entry Requirements: Recommendation by a Section Board. Award Committee Membership: The AWWA Heroism and Courageous Service Committee shall consist of a chair and five other members appointed by the chair of the Administrative & Policy Council, subject to Executive Committee approval. The Award: An Operator's Meritorious Service Award Plaque. Frequency of the Award: No more than one award will normally be given each year per section. However, larger sections may give more than one based on one award per thousand section members or fraction thereof. If there are no meritorious candidates, the section will not give the award. Eligibility for the Award: Section members eligible to receive the Operator's Meritorious Service Award shall include any water supply or distribution individual who, during the time period of the meritorious activity, worked in any operations related capacity. Entry Requirements: Submit to the section the full name and address and complete biographical information on each nominee on the entry form provided by AWWA along with supporting data concerning the meritorious service performed by the nominee. Nomination Procedure: A nomination for the award may be submitted by any AWWA section member to the section secretary who will transmit it to the section Operator's Meritorious Service Award Committee for consideration. Nomination or Submission Deadline: One-hundred twenty days prior to the section's annual conference. Award Committee Membership: Each section shall establish a section Operator's Meritorious Service Award Committee composed of a number of members, as determined by the section, with at least one with special knowledge of water production, treatment, and distribution operations. The section chair shall appoint the committee members and designate one to serve as chair. Method of Selecting Award Recipients: The section secretary will refer all nominations to the section Operator's Meritorious Service Award Committee for consideration and evaluation, and if warranted, the committee will select the awardee 60 days prior to the section's annual conference. The Award: An AWWA Opflow Publications Award Plaque will be presented to the first rated paper; the second rated paper will receive a second place certificate. Frequency of the Award: Annually. Eligibility for the Award: Only AWWA members are eligible, but a paper may be considered if it has two or more authors and at least one is an AWWA member. The award may not be given to the same recipient in successive years. Entry Requirements: All original papers published in Opflow during the award year January to December are eligible for consideration. Nomination Procedures: The Distribution & Plant Operations Division reviews and rates all eligible papers published in Opflow for the award year. The paper receiving the highest rating is nominated to receive the AWWA Opflow Publications Award and the nomination is submitted to the Technical & Educational Council for confirmation.
