Water and Wastewater Agency Response Networks

A Water and Wastewater Agency Response Network (WARN) is a network of utilities helping other utilities to respond to and recover from emergencies. The purpose of a WARN is to provide a method whereby water/wastewater utilities that have sustained or anticipate damages from natural or human-caused incidents can provide and receive emergency aid and assistance in the form of personnel, equipment, materials, and other associated services as necessary from other water/wastewater utilities.

WARN Webinar

On Jan. 20, 2010, the congressionally funded Emergency Management Assistance Compact hosted an AWWA webinar titled EMAC and WARN: Collaboration on Effective Interstate Response. The webinar, moderated by Kevin Morley, AWWA Security and Preparedness Program manager, covers:

  • Fundamentals of WARN, including what it is and why it has recently become a "hot" topic.
  • Benefits of having a WARN and the operational mechanics of why having an agreement is important.
  • How WARN fits in with the EMAC mission, specifically the transition from intrastate to interstate mutual aid and the ability to draw on a unique set of specialized resources.
  • Testimony of effectiveness of mutual aid networks from someone who has used them.

The 50-minute webinar is accessible online at the EMAC website.
