Class Bulk Rates

Each section is qualified as a non-profit organization and can apply for a bulk mailing permit. A responsible officer of the section simply fills out Form 3624, Application to Mail at Special Bulk Third-Class Rates and submits it to the post office where the mailings will be made. No fee is charged for applications filed on Form 3624. Along with Form 3624, the section should also include as many of the following as possible:

  • A letter (copy) from the IRS granting exemption from the payment of federal income tax (showing the 501(c)(3) status) or a certified financial statement demonstrating non-profit status.
  • The section's article of incorporation, constitution, or bylaws; these should show filing status and describe the primary purpose of the section.
  • A list of activities that the section has participated in for the last 12 months.
  • The section's current budget and documentation showing income and expenses for the past fiscal year.
  • Any other documentation (minutes, brochures, newsletters) that show the operation of the section.
  • Mailings consisting of matter produced by or for a group that is not a qualified organization are prohibited.

The local post office will provide additional information regarding mailing statements, identification, and interim mailings while waiting for the permit.

Advertising Restriction in Publications Mailed Periodicals

General publications primarily designed for advertising purposes may not qualify for Periodicals privileges. These include, but are not limited to, the following:

Publications that contain more than 75% advertising in more than one-half of the issues published during any 12-month period.

Publications owned or controlled by individuals or business concerns and conducted as an auxiliary to and essentially for the advancement of any other business or calling of those who own or control them.

Publications that consist principally of advertising and articles about advertisers in the publication.

Publications that have only a token list of subscribers and that print advertisements free for advertisers who pay for copies to be sent a list of persons furnished by the advertisers.

Publications published under license from individuals or organizations that feature other businesses of the licensor.
