Section Assessments

Section Responsibilities

  • Sections will send a Letter of Intent one year prior to collection to the AWWA Executive Director stating its intent to seek a section assessment.
  • Sections must announce the intention to seek an assessment to its members, and send a ballot to every member that is eligible to vote (faxes are acceptable).
  • Thirty-five percent of the section's membership must vote. Multi-section members can vote and hold office only in their primary section--except Connecticut Section members who are multi-section members in NEWWA, A Section of AWWA, are eligible to vote and hold office.
  • Two-thirds of those voting must approve the assessment.
  • The process must be completed within six months of the mailing of the Letter of Intent to the AWWA Executive Director.
  • Sections must acknowledge acceptance or rejection of dues assessment by the vote of section members to the AWWA Executive Director no later than May 15 of the year preceding the collection of the assessment so that final approval can be sought at the June Board of Directors' meeting. This will allow the time needed to assure the smooth transition of billing members on the January dues renewal notices (printed in September).
  • AWWA recommends that the member assessments be a fixed amount of $10. However, if additional funds are needed, include justification in the Letter of Intent. Each utility and organization member will only pay the assessment fee one time per year regardless of the number of additional active members listed.
  • Honorary, Life, Student, Retiree, Operations, and additional active members shall be exempt from the assessment.
  • Multi-section members (no matter what grade) must pay the full assessment if selecting a section (or sections) with an approved assessment and the multi-section charge. For example, a member choosing the South Carolina Section as a multi-section must pay that section's dues assessment ($10) plus the multi-section fee ($14).
  • Sections with assessments must notify potential members of the additional assessment fee to minimize follow-up required if the new member was unaware of the assessment.
  • Sections will assist in providing follow-up on delinquent payments.

Association Responsibilities

  • Members who reside in or have selected additional sections where an assessment has been approved will be billed automatically for the dues assessment as part of the annual AWWA dues renewal process.
  • AWWA will contact members, whether new or existing, if clarification is needed.
  • No portion of the assessment shall be reimbursed to a member upon canceling AWWA membership nor is the assessment pro-ratable.
  • Mailing labels that exclude multi-section members to be used for member balloting can be requested from AWWA.
  • All members (excluding noted exceptions) will retain their active membership status of both AWWA and the section when the assessment and the AWWA dues are paid.
  • The assessments and multi section charges (if applicable) will be collected along with membership dues. Dues are not processed without payment of section assessment. Because of potential delays in collecting the assessment funds, the section's portion of the special assessment will be mailed three months after the regular dues portion to allow AWWA time to collect the additional monies.
  • Sections will receive a listing monthly of all delinquent members.
  • AWWA can proportionately increase section assessments when AWWA dues are increased. Sections can alert AWWA if this proportional increase is desired.
